In February 2008, Wayne County purchased the Guardian Building in Downtown Detroit with plans to move all county offices into the building.  

Wayne County hired Hines as the construction manager and in May 2009, in consultation with Smith Group, the joint venture team of Tooles Contracting Group, LLC and Sachse Construction & Development Corp. were retained by Hines and Wayne County to serve as the general contractor for the $18,000,000 Renovations and Interior Design. 

The project includes demolition, renovation and upgrades of tenant improvements to approximately sixteen individual areas and upgrades to the existing building mechanical systems and restrooms.
